Thanks to David Neal, up-to-date navigation data is now available.
A copy is available via anonymous FTP from eecs.nwu.edu in the
directory pub/aviation.  Here is a copy of the file "FILES" found
in that directory.  Note that there are more things in there than
just fplan and the data:

This file describes the contents of the pub/aviation directory on
eecs.nwu.edu. If you find this file elsewhere take the information
contained herein with a grain of salt.

UL232 - directory containing transcripts from the United flight 232
        emergency, and from a talk that Capt. Al Haynes gave at Dryden

xxx-mm-dd-yyyy.Z - Compressed raw datasets from the FAA. xxx is the 
                   dataset name. mm-dd-yyyy is the first day the 
                   data is usable.

navconv.c - Program to read raw datasets, strip trailing blanks
            in each field and print the resulting information.

            See the manpage for more details. (Which is forthcoming)

perlconv  - Perl program to convert data output by navconv into
            format usable by fplan and nav.

airports.rdb.Z - Source file in nav/fplan format of all airports. Use
                 conversion program, paddb, supplied with nav/fplan to add
                 null padding.

vors.rdb.Z     - Source file in nav/fplan format of all navaids on NAV 
                 tape. Requires same null padding conversion as airports.rdb.

fplan.tar.Z  - Compressed tar file containing sources for FPLAN, the
               flight planning program written in C.

patch2.gif   - GIF image of the Air Usenet patch.
